They simply cannot help themselves

Johnson and Johson is accused of paying kickbacks to the nation’s largest nursing home pharmacy to increase the number of patients taking the antipsychotic Risperdal and several other medications. The complaint says that they violate federal kickback laws and false claims to Medicaid.

When might someone be criminally charged.  These people will do a mea culpa, pay a civil penalty, say they won’t do it again and soon will be back at it.
